Today, Legacy Power Capital (LPC) is proud to announce the expansion of our vision on connected living with the Neural Nexus innovation district in Downtown Memphis, and our broader commitment to supporting Memphis in its vision of the Digital Delta, a growing center for technology, research, and community development. As we move forward with this transformative project, we remain focused on ensuring that our investment strengthens the local economy and generates lasting benefits for the surrounding community.
The Neural Nexus district is designed to advance Memphis's Digital Delta strategy by pairing modern digital infrastructure with direct community reinvestment. Through the city’s innovative policy, 25 percent of tax revenue generated within the district will be reinvested into public improvements within a five-mile radius. This mechanism ensures that our development contributes to better roads, enhanced educational facilities, expanded parks, and other essential public assets throughout the heart of Memphis.
Our team is encouraged by the meaningful engagement and enthusiasm from leaders across the city. As Principal and Co-founder Aiden Randolph shared, “We believe in what Memphis is building. FedEx has also expressed support for exploring participation in this project. Richard Smith, COO of FedEx International and CEO of FedEx Airline, highlighted the strategic importance of the Neural Nexus concept for Memphis and for enterprise technology users across the region. Smith stated, “Legacy Power Capital plans to build what they call a neural nexus on two full city blocks in the heart of downtown Memphis. It would be a mixed-use innovation district with dedicated sovereign cloud computing, giving companies like FedEx the opportunity to move that cloud spend back to our city where it would help invigorate the local economy.”
Smith added that he and FedEx Chief Digital Information Officer Vishal Talwar recently met with the LPC team and were encouraged by the district’s potential. “We were excited about their plans for this project right here in the heart of downtown,” Smith said. He also noted that Talwar, after touring FedEx Plaza, remarked on the opportunity ahead for Memphis. “He said to me, Richard, I see so much potential in this city and especially right now in this age of massive AI investment. It is like a green field, and it could be reimagined as a tech hub.”
